The Regaming Manifesto

Responsible. Regulated. Remote.
(Draft v1.1)

1. Why Regaming Exists

The global iGaming industry has matured faster than the frameworks that govern trust, access, and credibility in regulated markets.

Across jurisdictions, regulators face increasing pressure to:

  • Protect consumers
  • Enforce compliance consistently
  • Assess international suppliers fairly
  • Distinguish between responsible and irresponsible market behavior

At the same time, many suppliers already operate at, or above, regulated-market expectations — yet continue to face:

  • Structural distrust
  • Local-only barriers
  • Fragmented procurement standards
  • Limited avenues for constructive dialogue

Regaming exists to address this gap.

2. What Regaming Is

Regaming is a B2B-focused, non-commercial industry initiative that brings together suppliers who are committed to:

  • Operating in regulated markets
  • Upholding responsible gaming principles
  • Engaging constructively with regulators and public authorities
  • Building long-term, compliant businesses

Regaming functions as:

  • A collective credibility framework
  • A platform for dialogue
  • A shared reference point for regulatory alignment

It is not a market, a product, or a commercial intermediary.

3. What Regaming Is Not

Regaming is not:

  • A certification body
  • A licensing authority
  • A commercial endorsement scheme
  • A replacement for regulators
  • An enforcement or policing mechanism
  • A platform for exclusion or punishment

Regaming does not judge history. It focuses on current alignment and future conduct.

4. Our Core Principles

4.1 Responsible

Regaming members recognize that commercial success in regulated markets is inseparable from responsibility.

This includes:

  • Player protection and harm prevention
  • Transparency in operations and marketing
  • Respect for regulatory intent, not just technical compliance
  • Long-term sustainability over short-term gain

Responsibility is not optional. It is foundational.

4.2 Regulated

Regaming exists in support of regulation, not in opposition to it.

Members acknowledge that:

  • Regulation is a public interest tool
  • Regulators are partners, not obstacles
  • Compliance is an evolving process
  • Jurisdictional differences must be respected

Regaming does not seek to weaken regulation — it seeks to make regulated participation more functional and accessible.

4.3 Remote

Modern iGaming is international by nature.

Regaming recognizes that:

  • Physical presence alone is not a proxy for trust
  • Remote suppliers can meet — and exceed — regulatory standards
  • Cross-border collaboration is essential to innovation

Regaming supports frameworks that allow qualified international suppliers to participate in regulated markets on fair and transparent terms.

5. Who Regaming Represents

Regaming represents B2B suppliers whose business models are aligned with regulated markets, including but not limited to:

  • Platform and infrastructure providers
  • Game and content suppliers
  • Compliance, AML, and KYC providers
  • Payments and financial infrastructure companies
  • Responsible gaming and player protection technology providers
  • Professional and advisory services supporting regulated operations

Regaming is supplier-led, regulator-facing, and operator-informed.

6. Relationship with Operators

Regaming acknowledges the central role of regulated operators.

Operators may:

  • Participate in dialogue
  • Share market-entry experience
  • Contribute insights

Operators do not:

  • Control Regaming governance
  • Set standards
  • Influence membership decisions

This separation preserves neutrality and trust.

7. Relationship with Regulators

Regaming exists to support regulatory objectives, yet, where reasonable, to also communicate reasonable alternatives to the decisions planned.

Regaming seeks to:

  • Facilitate informed dialogue
  • Clarify supplier capabilities and constraints
  • Share best practices and industry insights
  • Encourage transparency and consistency

Regaming respects:

  • Regulatory independence
  • Jurisdictional sovereignty
  • Public accountability

8. On Grey and Transitional Markets

Regaming does not define itself by opposition to unregulated or transitional markets.

However:

  • Regaming membership reflects current alignment with regulated-market expectations
  • Participation signals a commitment to regulated-first strategies
  • Transition toward regulation is encouraged through education and dialogue, not shortcuts or amnesties

Regaming does not offer rehabilitation. It offers a standard to grow into.

9. Independence and Integrity

Regaming maintains strict separation between:

  • Institutional credibility
  • Commercial activity

No membership, contribution, or participation may:

  • Buy influence
  • Secure endorsement
  • Grant regulatory access

Trust is preserved through:

  • Transparency
  • Governance discipline
  • Restraint

10. Our Commitment

Regaming commits to:

  • Acting constructively
  • Remaining politically neutral
  • Evolving with regulatory realities
  • Prioritizing public interest alignment

Regaming measures success not by size or revenue, but by:

  • Quality of dialogue
  • Clarity of standards
  • Reduction of friction in regulated market access

11. Closing Statement

Regaming exists to strengthen regulated markets by supporting those who choose to operate within them responsibly, transparently, and sustainably.

It is a collective effort — not to divide the industry, but to help it mature.
